yes you can. In fact there is a recirculating system called a Polaris water heater that can supply hot water for all your house hold needs and heat your house too. The cost of operationg a Polaris system is cheaper than an on demand hot water heater.

The water pump has nothing to do with the AC but the mechanic could have forgot to reconnect something he had to take off to replace the water pump. Go back to him and ask he to recheck his work and explain why. If you had given the Make and Model and Year of your car, someone could have said what he might have disconnected.
Q: I think my water pump has crapped out on my 1997 Jeep Cherokee. Special tools? What? They are real easy to do. You need only a 1/2 wrench, 5/8 socket, 9/16 socket, 8mm and 15mm. Remove belt (15mm to loosen tensioner pulley, then to loosen adjuster). Remove electric cooling fan (2 8mm bolts at top). Use 1/2 wrench to remove 4 nuts on viscous fan and remove fan. Remove water pump pulley (4 1/2 bolts). Remove hoses from water pump. Remove 2 5/8 bolts that secure water pump to P/S bracket. Remove 4 remaining 9/16 bolts holding water pump to block. Remove water pump. Installation is reverse. No special tools required. I've done hundreds of them and can do one in about 1.5 hours.

Little Giant makes a good, reliable, reasonably priced water pump. You can get them at Grainger, MSC and I'm sure many other places.

Original water pumps from dealers which are installed during car repairs are usually warrantied for 2 years. Of course this can be voided by driver abuse such as overheating the car or low coolant level.

They always change the water pump and timing belt together while the engine is apart. Your 1999 is probably due for both things if they have not been done. I just had mine done on a Toyota Camry. It cost a thousand dollars. Remember that these two things NEED to be changed every so often..if either the water pump, or timing belt go while you are driving..your car will die right there on the freeway...even if you are going 80 MPH.

Water pumps have a small weep hole that leaks coolant when the pump seal is bad. If the mechanic saw water leaking from that hole, that's how he knew the pump was bad. It's not a hard thing to replace, and it's cheap. They can do it in an hour for $50 - $70.
