I think it should be installed on the outlet pipe of the cooling tower

heat water/pump. not sure what that is but I know what a heat pump is. If that whats your talking about thean the answer is well...yes and no. depending on cost of gas and electric typical a heat pump is better to run for heat as along as its above freezing outside. It will still work and put out heat all winter but it won't be much heat for what your paying for, at which point your better with gas heat.

If your talking about the water pump for a car it doesn't have any pumps those would be the radiator pumps that are connected to the water pump and transmission which keeps the radiator and transmission at a temperature that keeps the vehicle from over heating. If you have a overheating car and a mechanic told you your water pump has a leak then sorry you would have to replace the water pump but just don't go to a popular mechanic for that because it can get really expensive do your research and find you someone with a garage it cheaper because the part itself is not that expensive it putting it in that cost lol. You have an interference engine and a timing belt driven water pump, so I'm sure they changed the timing belt and if they did a good job, you got billed reasonably. If the belt had broken, you may have had to total the car.

If it were mine, I'd replace the belt again anyway, coolant can accelerate the wear or advance rotting of the belt. The waterpump is driven off of the timing belt so you'd need to make sure you have it all set up to TDC and all marks aligned before removing the belt. Then just remove the bolts to the water pump, scrape away all old gasket material and install new pump, torque bolts to specs w/ micrometer (in lbs) but before you can do all that, you have to remove all components on the front of the motor. Long story short...let a shop do it for you!!!
