- if your power supply has sata power supply, there is no need to use the 4 pin adapter. most of power supply has 4 pin. consist of 4wires color red,2-black and yellow. and you cant go wrong connecting these pins, for they wont fit, if tried to connect on other way

- I can't tell which ATI card that is, but if you mean that it gave you two 6 pin power connectors or something then yes, you really should plug in both since A) it's not good to give your video card less power than it wants, even if it works regardless and B) if you want to overclock at all then it's necessary. So yes, whatever power connectors are on the card should be plugged in with the corresponding power supply connectors..

- The 4-pin 12V ATX connector (yellow and black wires) supplies voltage to the Voltage Regulator MOSFETS that power the processor. If not connected, processor does not power up at all. If it is connected and PC does not start, power supply is sensing an overload/short on the VRM circuit, thus enabling PSU overload protection to protect PSU and motherboard as well. I am suspecting that either motherboard (at VRM portion) is grounded to PC case or the cooler is touching a circuit of the VRM. Try remounting motherboard and/or cooler.

- Motherboard doesn't provide that connector for the video card. the power supply does. Take the side panel off and see if it has one. Can always use a 4/6pin adaptor. Most retail cards come with one. Just make sure you have enough watts and +12V amps on the PSU to run the new card. A lot of video card upgrades require an upgrade for the power supply as well.
