- You're looking for an answer that may be hard to find. Have to assume the water pump and radiator are good. But there's a lot more to the cooling system. You could have one or more issues. For one, we don't know how well the water pump is spinning or if you changed the pulley so it's spinning slower. You have coolant channels in the block that go through the head gasket into the head. In a 12-year-old car, these channels could be partially blocked with crud and sludge. Stop buying parts and take your car to a good radiator shop. Possibly all you need is a good chemical flush to get rid of the sludge. For starters, turn on the heater which might keep the temperature in the operating range, but get some help from a radiator shop. ... Good luck!!

- If it works on one circuit but not another, why don't you just leave it where it works ? You didn't say what size the breaker is, or if there's something else on the same circuit. Maybe the pump plus one other item on that circuit are together enough to trip the breaker. Is it possible to give it it's own dedicated breaker at a bigger current, say 15 or 20 amps ? There's nothing wrong with being generous with your breaker size, it's not uncommon for breakers to trip if there's a constant current which is near, but under the rated current. It will still trip the breaker if there's a short.

- Sounds about right to me, the parts would run right around $100 total or maybe a little more and of course the shop has to make their money. Water pump removal generally requires at least partially draining the cooling system (pain in the ***) in addition to trying to get the pump out of a FWD vehicle. Not the best price possible but definitely fair.
