Wow. First you need to kill the mildew. I would spray it with Lysol so that you saturate the wet spot. You need to make sure that the padding underneath the carpet will be clean and dry, so you may even need to lift up the carpet to check the padding. If the water has saturated through to the padding, you need to Lysol that too. Then blot it with a towel to get as much of the moisture out as possible, and turn a fan on that spot and leave it for a couple of days until you are sure it is completely dry. Then work some baking soda into the carpet and vacuum it up.

If you're looking to turn up the TV or stereo bear in mind that there is little you can do to prevent noise transfer without having a building that is constructed to address noise control. If your floors are concrete you are in luck because there is much less sound transfer with concrete that other type of floors. Wood substrates in converted or older buildings can create major noise issues for tenants. If you share walls with your neighbors putting in foam insulation pads (like those used to control cold air) at the electrical outlets and switches may help a tiny bit. Keeping stereo/TV speakers away from shared walls should also help. You may consider putting speakers on a stack of old towels to reduce sound transfer through the floor. Your best bet may be to talk to the resident(s) beneath you and ask that they call you if the noise is too much. Q:i spilled 4 little dots of black fabric dye..is there a way to clean it with out messing up the carpet.: Unfortunately, the dye is permanent. Your best bet is a Carpet Transplant: Cut the stained area out using a razor knife. Be careful to cut only the carpet, not the padding under it. Cut a piece of replacement carpet from a place no one will ever notice, like from inside a closet. Put the ruined carpet piece on a piece of paper and trace around it. This will be your template. Cut this out and use it as a pattern for the new piece. You want an exact match in shape. Glue the replacement piece of carpet in place using waterproof glue. Attach it to the padding underneath. Or you can sew it into place by sewing it to the existing carpet. (You will need a curved needle if you sew it in place.) The repair should be invisible when you're done. -
