- No. Not a 3.5 hard drive. You can do it with a 2.5 laptop drive because the drive mechanics and electronics require less power. A 3.5 drive requires too much power for USB to provide. Though... In the near future, you will see USB ports that are capable of supplying more power than the standard .5 amps that USB currently provides. So after they come out, you might see it being a possibility then.

- That potential supply is right for that card... do not hardship approximately it... The 4890 takes much less potential than a 4870 and my previous equipment with a 4870 relatively purely used 330W with dissimilar 120mm case followers a 92mm and an 80mm... in case you have already got that PSU then save it....

- You buy internal SATA cables from a store like Micro Center. You can also buy adapters that plug into your hard drive power supply connectors and then your SATA drives. But you could also buy a new power supply that has multiple SATA power connectors

- Not sure why you would be wanting a resistor in your car audio system. Capacitors are used to give you a short term boost in available power, such as that required when your amp produces a quick strong bass note, such as a kick drum. A resistor does the opposite, it slows down current, which would give you less power to your amp.

- Its possible that the graphics card or the monitor itself are malfunctioning. Try plugging the monitor into another machine to test it. Its also possible the VGA/DVI cable is bad and that is causing the flicker.

- I had a similar problem a few years ago and simply couldn't make sense of it. I traced the power wire back testing it every couple feet and eventually got to the AGU fuse holder. I had ~14v on the battery side and very little voltage on the amp side.
