Q: I heard that if someone spilled paint on their rugs their insurance will pay for new rugs minus deductable. DId you ever hear of this?
An accidental spillage of paint or any other substance is normally covered under most homeowner policies when the spill damages the dwelling. This is a fortuitous event and not specifically excluded under most policies. If by 'rug' you mean a true rug and not wall to wall carpeting then most policies would not cover such an occurance as most policies are named peril for personal property including rugs. I've handled claims in many states and can't recall a policy that specifically states spillage of paint as a covered peril. As for the cleaning, as a former Insurance adjustor unless the cleaning is performed immediately and by a professional using a truck mounted extractor the paint would not be totally removed. Now it is true that your deductible would apply in this instance but there would also be a percentage of depreciation applied to your loss and in most cases the depreciation is not refundable even with the 'Replacement cost endorsement'.
Q: my carpet it is filthy. it has smelled since the day i moved in a month ago and the bottom of my feet are gray after walking on it. the apartment managers refuse to change it and have told me i can break the lease but i would be penalized. who do i contact to have my carpets tested or confirm that they're not up to standards??
If it is mold or something then your local housing authority should be able to handle that. If they cannot do it they should be able to tell you were to go. If it is just dirt then they just need to be professionally cleaned. EDIT: Well then it sounds like it definitely needs replaced. But there is not much you can do to force them to do it while you are still there. You do not say if you have a lease or not. If you do not then you can give 30 days notice and move.

Just a standard carpet will average around $3,50 a s/f installed. Of course you can do higher or lower, it all depends on the over all quality of the carpet. Most carpet comes in 12 and 15' wide rolls so you ll need extra to seam it together.So you can t go just by the 13x13 ( 169 s/f) of the room size. put towels down on the wet spot and walk on them, that will soak up most of the water , FIX THE LEAK ,then shampoo the carpet

A true pad won t really work since it ll bunch up,make it to thick and cause a tripping hazard.. What you should use is a special mat made just for rugs over hardwood. This type allows the rug to stay it place w/o slipping and bunch up, allows the wood to properly breathe and not stain the wood . These are bought any where wood and flooring are sold, just get the kind made for rugs over wood. Since you know your rug size you can get the closest size to your rug. Q: every time i leave the housemy cat pees the rug even when we are sleeping. we have tried every thing with the viniger and that stufff that cleens the rug and takes away the odor. the rug is by the window cill and there are some stray cats running around outside. every time she does is we flick her nose and put her in our bathroom. plz help i`m tired of scrubbbing my carpet.
Flicking your cat and putting her in the bathroom wont help. Cats arn't able to connect being put in the bathroom with punishment for peeing. Instead schedule her/him for a vet appointment. If your cat can't control its bladder, there might be some other health problem causing that. Or, if your cat isnt fixed or neutered...that could be causing some frustrations instigated by the outside cats resulting in spraying. In the mean time, invest in a carpet shampooing vaccume. Instead of just steaming, they steam and shampoo and they even sell special pet oder/stain removing detergent to use in them. Then, get some baby gates from a friend (people love getting rid of them) and close off a few spaces for kitty until you figure out the problem. Good luck!
