Use hairspray but the kind in an aresol can and dab don't rub, keep using fresh paper towel, I've gotten pen and grease out of coats, carpet etc with it but the trick it to dab and keep using fresh paper towel. Also when you get to just a bit left scrub it with TSP Tri Sodium Phosphate worked for me with chinese red candle spill on my beige carpet, it was aa wool carpet worked really well, with candle paper towel and an iron, ink just paper towel and aresol hairspray. It really depends on the flooring you buy, I've seen floors usually for $1 to $4 per square foot while I was last in the hardware store. I don't know if it's just in my area or what, but either Home Depot or Lowe's (I don't remember) has a $99 whole-house install special that includes padding.

It depends upon what kind of heat vent you have. If it is a floor furnace, it would get hot enough that it could start a fire. If it is a forced air heating duct, the rug would prevent the air from coming into the room, but the temperature of the air coming out isn't high enough to cause a problem. If it is a forced air heating duct, you could pull the register out of the floor, cut a hole in the rug the same size as the duct boot and slip the register back into the hole so you would have the warm air coming into the room.

Q:my son just spilled 18 litres of paint on his bedroom carpet - I have scooped up what I can but there is obviously a massive paint puddle on the carpet - it is emulsion (non-oil based) - and suggestions?
Do you have a wet vac? I'm not sure what emulsion is but if it is latex (water based) To get all the paint out of the carpet you need to keep soaking it with water if latex and keep sopping it up. You need 2-3 buckets of water and keep doing this until you see almost no paint color in your dirty water. Suck up all the excess water with the wet vac and put a fan or 2 on it to dry. I would even recommend pulling up the carpet and vacuuming the pad if it is wall to wall. This will also help the air get at the pad and dry it faster. If the paint is dry you should just throw out the carpet.
