In addition, switching to the off position should shut everything down including the ignition and charging system Maybe someone else here knows, but if the 250 uses a magneto instead of battery and coil ignition, that would explain why the the engine doesn't shut down with the key in the off position. Switches for magneto ignitions differ from those commonly used for battery and coil systems. With the former, when the key is turned off, it grounds the ignition to the frame, causing the engine to die. On the latter, when the key is off, it's isolated from everything including the ground. If your bike does have a magneto system, you'll need a switch like those used on many less expensive riding lawnmowers.

Secondly, like the others said, your A/C will always blow cooler when in motion. This is so because your condenser acts as a small radiator for your refrigerant.
