I suggest you do a small trial on the underside of chair using a spirit (not enamel) based paint, be sure to thoroughly clean the surface with spirit based cleaner as this will soften the plastic and help paint to stick. there are also products that are designed to make paint stick to any surface. I suggest that your local specialty paint shop could help with these products.

Now underneath is a scissor action that folds up when you put the foot rest down. Pull the foot rest all the way out. Look for any bends between the the rivotted sections. They generally all should be straight. If you find a bent part straighten it. If it's bent it will be catching against each other. Should'nt be the handle because it's attached by a bar that operates the mechanism. Check to see if the chair sits level. The screws that hold the mechanism to the chair might have been pulled out of the chair itself. Look for screws on the floor. Or check to see nothings jammed up in the mechanism. I,m not trying to be a smart A but they are only made for one person. Get on the sofa next time. lol
