MDF is good because it's easy to cut and doesn't splinter. You can cut the shape of Hello Kitty's face with a jigsaw and then glue and screw it in to place. It may just be better to paint the seat. I know that isn't what you wanted but it is probably the best to do. You can paint the legs and back with fun shapes too. The good thing is that Hello Kitty stuff is pretty basic to copy and you should get good results. You could make a slip cover for the chair and attach Hello Kitty to the slip cover...
