- Don't worry too much about what the cord says. Worry about the power requirements on the appliance label, and making sure you are feeding it with the voltage required, with a capacity within the range. In your instance, you will need a converter transformer that converts your outlet voltage to 100V, and has 550 or larger watt capacity.

- It's safe enough, as long as you make a good splice, and insulate it well. For automotive use, I like insulated, crimp-on splices. If this is a really high-power setup, and the power cable run is that long, you may be better off replacing it with heavier-gauge wire.

- You need a good power converter (appropriately rated for the PS3's power consumption) with a proper American style socket, or replace the PS3 power cord with one better fitting to the receptacle on the converter transformer.
