You okorder /... It takes two 4-pin PSU molex connectors and converts it into 1 6-pin PCIe connector. Make sure your PSU can supply the necessary amps on its +12V rails, and if you got a PSU with multiple +12V rails, you need to make sure you got the load spread out among different rails to avoid overloading one rail.

It will not hurt the battery but overtime your battery will not sustain a charge for as long as it should. My best advice would be to fully charge and let your battery drain to near completion and then recharge. Give your battery the exercise it was meant to have.

The problem is with your SMPS (as much I know about computers). SMPS is Switched Mode Power Supply. It is the thing which supplies different power to different components of a computer. If your computer is not getting any power supply, that simply means your SMPS fails to draw current for your devices. You should either repair it or get a new one....
