- It's a good thought, but, in addition to the points others have mentioned, there could be 500+ collapsed buildings in even a small city. How many construction cranes with sufficient lifting capacity do you think a small town would have? How many qualified operators would there be (keeping in mind that some of them may themselves be buried in the rubble? Amateurs operating heavy equipment in the situation - well meaning though they may be - is almost sure to cause additional casualties among the rescuers. In any case, my personal opinion (cynical, for sure) is that the news media would rather have footage of the rescuers desperately digging by hand than a crane lifting huge slabs off of victims. There is much more pathos and drama in a hand dug rescue than a mechanical one, even if the mechanical one is actually more difficult to arrange.

- The idea is that Crane Hermit is a selfish man that would do anything to get what he wants. In the past, Master Mutaito was there to ram some discipline in his head and have him under control. Following the events of his death and the defeat of King Piccolo, nothing could really stop him from being a selfish jerk again. Roshi probably didn't mention Crane being bad before King Piccolo's arrival because he wasn't really evil before it either. He was selfish and greedy, but not outright despicable as later... at least not that much. Roshi seeing Crane as a friend might imply that Crane had some redeeming qualities during his years as Roshi's rival under Mutaito's guidance. About their baldness, I think they shaved their heads after a while due to how monks and some martial artists tend to shave their heads. That or it's a plot hole due/filler error. It's again either a plot hole/filler error or they just switched outfits once they reached a certain level of their training, just like how you gain a different color of band as you progress in Judo and Karate.

If the building is very tall, a self-erecting crane is usually used; this type has a sort of jack mechanism somewhere in the tower (usually near the bottom), so as it is needed, the existing tower can be lifted, and another tower section is inserted to raise the entire structure, repeating the process as needed as the structure the crane is building gets taller (thus, the crane is building itself as it goes along).
