If no hardwood is under the carpet then yes, you will have to get new carpet.

Q: I have been instructed by my HOA to quot;Carpet all floorsquot; as I laid a vinyl plank and it's against HOA rules. Could I get away with laying carpet tiles over this? I have pets and I believe carpet tiles will work better as I can replace a tile if it becomes damaged.: if laid wall to wall carpet, does not specify padding?
