sounds like the rug is pretty much worn out, I think the only thing you could do would be to make small door mats from the areas that are still somewhat in good shape and throw the rest away. Once a material has become so degraded as you describe, there is is no way to save it, plus it only makes cleaning and maintenance more difficult because it is constantly falling apart right under your feet.

I used to work in the flooring industry and I am a dog owner. They used to say that the dogs were attracted to the smell of the glue they used to put the carpet down. Is she chewing at a seam in the room. If not she may be attracted to some other smell in the manufacturing of the carpet or pad itself. You need to try to get her attention off it when she starts to chew. Or like the previous posts find something to spray there that smells or tastes bad.

Heck yes she can damage them. If they are that old and valuable, either take them up, or put them into a room where she cannot get into.

You can do it yourself, with a clean towel and nail polish remover, the trick is to blot not rub, I did this with a brand new rug and it came out fine, you can do a test area first to be sure you don't take the color out, just make sure u have enough acetone to do the job perfectly.
