- your not allowed to hide a panel or box behind plaster or drywall. As for the wiring any wires going thru a wall stud is supposed to have a metal plate over it. ( this rule is almost never followed). But i would drill anyway because its got to get done. better on a stud though because 30 lbs is a lot of weight.

- Some do and some don't ! High voltage power line that runs at 20000 volts to 50000 volts is a bare wire. Lower voltage street line from pole to pole (about 5000 volts) is also bare wire. After step down by the small street transformer then feed to the house 240 volts is insulated wire. All the AC wiring inside the house carries 120 volts and 240 volts is insulated wire. Most electronic circuit board has printed circuit which has hundreds of bare wire.

- There has been some work on this; I don't know that devices have yet reached the market as a commercial product. Cable used for power distribution works well enough at the higher frequencies of Ethernet, but there is so much electrical noise on a power line (things getting switched on and off, fluorescent lamps, etc. etc.) that it requres some fairly sophisticated circuitry to keep the noise out of the data. I doubt that it will make a splash in the market -- judging by what I see in the ads, everybody is going wireless instead.

- With the distance you are from the power panel, it would not hurt the system to use the larger #8 wire and a #10 ground and the 30 amp breaker. The inrush current will be enough to lug the motor down when starting with a 10 wire. This will damage the motor over the long term.
