- I had this problem with a runner over a carpet. I bought a plastic runner that had teeth on the underside. These teeth sunk into the pile of the carpeting. On top of that plastic runner, I placed an inexpensive non slip rug pad the size of the runner and then placed my carpet runner over it. My carpet runner has not slipped or shifted over the wall to wall carpeting. Perhaps you could do this with strips of the plastic runner along the perimeter of the area rug?
