Strong permanent magnets are manufactured with high-powered electrical equipment that is not found in the home. You could perhaps make the item into an electromagnet by wrapping it with lots of wire; see a basic science textbook and/or a good encyclopedia article about them---

An electrical surge or spike (they are different things) won't necessarily trip a fuse or circuit breaker, and even if it does, the damage to your equipment may all ready have happened. A surge protector is designed to handle and dissipate this type of event and protect the equipment.

If a circuit has enough current and voltage to sustain an arc formed outside of a switching device, the arc can cause damage to equipment such as melting of conductors, destruction of insulation, and fire. An arc flash describes an explosive electrical event that presents a hazard to people and equipment. *An arc-fault occurs when loose or corroded connections make intermittent contact and causes sparking or arcing between the connections. This translates into heat, which will break down the insulation of the wire and can be the trigger for an electrical fire. Unlike a short circuit, that is a hot wire coming into contact with a ground or neutral wire, arcing may not trip the circuit breaker. If you’ve ever heard a switch buzzing, hissing, or popping, you’ll know what I’m talking about. The definition of electrical continuity is that the current will be closed by electrons and molecules. The ohms, is the resistance to the circut being closed completely, usually determined by a nominal factor in communication and audio equipment. 25 ohms is a high resistance. In other words, 4 ohm speakers will be almost twice as loud with the same applied volume than 8 ohm speakers. So your 25 ohm measurement is taking out most of the current. An oscilloscope and a power supply are definitely good to have. I would suggest having a digital multimeter around, even though you have an oscilloscope, because it is more portable. Or if you haven't chosen a brand yet, I would suggest buying from Fluke Co. and getting one of their Fluke ScopeMeter's because it is an oscilloscope and DMM in one and it also will store notes and numbers for you. Very nifty.
