- An adapter provides an electrical current at a specified voltage, for example 12 VDC, to an electronic device such as a radio. It's purpose is to replace a battery so that you don't need to keep swapping in new batteries. A charger provides an electrical current that is current-limited to a battery in order to charge it. For example, when charging a battery the current supplied to the battery will be limited to, say, 1 amp. (The battery will charge twice as fast if the current is doubled to 2 amp, but the battery will wear out faster.) So for a battery charger, the voltage isn't limited to the battery voltage. In fact, when disconnected from the battery, the battery charger's voltage will actually be greater than the battery's voltage. Though probably not by much. Battery chargers can be much more complicated than how I just described them. For example, the charger may change its current over time, and end up with a trickle charge just to keep the battery topped off. For many electronic devices, like laptop computers, the adapter and battery charger are built into a single unit. To measure the current of either of these devices, you will need to cut one of the two wires connecting the adapter to its device, or the battery charger to its battery. Then attach one probe of the ammeter to one of the cut ends, and the other probe to the other cut end.

This days numerous cheap quality universal chargers have floated the market.They not only consume more power but may also crash the motherbiod of the system. So check the contact point of system with charger, see if there is any breakage or bending of small pins or circuit. Always buy genuine charger if u want to replace .They are little expensive but absolutely reliable.

- Q: I own a Samsung RV520 laptop and it's not charging. I tried removing the battery several times and and nothing was wrong with the battery itself. I haven't owned the laptop for even a year yet, so I don't think it's the battery itself. I noticed that the charger was begin to fray around the connecter which connects it from the charging cord to my laptop. I was wondering if anyone else had experienced this? - That stinks. It is your charger. It is fried ): Take your laptop, go to Radio Shack, Best Buy or any Tech store. Try and find a smaller tech store if possible. They are cheaper. Then go the customer service and ask for a universal charger for your laptop. Try and charger at the store before walking out. My old charger went out alot too, Make sure you plug it into the wall or a higher power extension cord. None of those junk extension cords for lamps. Or better yet plug it into the wall, Make sure your electricity in your house is not messed up too. I hope you find a charger (:
