A carpet steamer would be your best bet for disinfecting. The clorox is going to put white spots all over the carpet.

The first rugs you are looking at are called, Scatter rugs for the most part. They should have larger sizes. Bear in mind that most carpet is made in 12 feet widths. The length can be any, but the normal room size rug sizes are 9 X 12, 12 X 12 and up. Those dimensions are in feet. The smaller rugs may be 4 X 6, 6 X 9, and some smaller. If you wish to cover the largest part of your floor, you must measure the room. Then keep in mind the 12 feet width. Do not overlook doors which must clear a rug. You may have consider a size that will avoid a door dragging the carpet. You mentioned covering the entire house, which is Wall to Wall. This requires installation. You may not be permitted to do this in a dorm room, and if you did, you cannot remove it and keep it. I noticed that some prices on that site run up to $338 and up. Those are likely room size rugs, 9 X 12 or so. A cushion underlayment will cost extra. Measure your room and start from there.

first off, i gotta say this: you are a brave woman having beige carpets and a mechanic in the same house! i avoid buying anything light colored for that very reason. to remove the grease though: Dawn dish soap. it is great stuff! just take the Dawn, mix a tablespoon or so in you sink and add like 1/2 an inch of water. swish it around with your hand to get it super bubbly. take a damp sponge and scoop it through the bubbles. rub the bubbles into the stain really good getting more bubbles periodically. let them sit for about 20 minutes, get your carpet shampooer out if you have one, and use that to rinse the spot. if not, use a rag and warm water. you might have to do it a few times, but that has gotten grease out of my carpets on more than one occasion. Gojo works pretty good too, or fast orange, or whatever he scrubs up with at work, but the pumice is hard to get out of the carpet, so look for one with no grit. the Gojo works great on greasy work clothes though, with or without the grit. (with grit works great on denim.)

Nothing in the carpet should be harmful to him, but the carpet being in him could potentially be harmful. Depending on how much and how big of chunks he ate, it could cause a gastrointestinal blockage. Additionally, if the carpet is stiff with any sharp edges (like on the bottom) it could potentially perforate internal organs as it digests. He may pass it on his own, but keep an eye on him. If he displays any sensitivity to touch to his belly, vomiting, unwillingness to eat or constipation, take him to the vet. I would also monitor his stool closely. First, make sure he's going regularly. Second, check the stool for fibers or pieces of the carpet to see if it's passed.

You could use a box cutter. But the ends would eventually fray. You would need to research how to sew the ends so they don't fray apart, or you'll get carpet pieces all over your floor.
