The width of the wheel does NOT affect this, BUT wider wheels tend to have higher profile tires (see my comment above about the tire and height measurement). Also, the width of the wheel does not significantly affect the maneuverability except that it adds to the friction required to turn the wheel (a larger contact patch will resist turning more than a smaller contact patch).
