With the lift at tipping range all 400t will be distributed along the outer half of the pad or on the extreme legs. Rule of thumb is all the load is placed under the one pad. so one pad is 9 sq metres and the load is 400 tonnes so the bearing capacity must exceeds 400/9 tonnes per square metre. 44.44444t/m^2

A bit more information might help. In England there are Winches and then there are winches. As for Cranes are we talking about birds.........actually there are only a few type of each.......but there can be quite a few variations of the basic types. let's say 6 types of cranes and 4 or 5 winches.

Salary differs and it is based on hazards of work. A typical example is the crane operator in construction of Burj Tower. Being on the top of the building is not an easy job so the operator will likely receive salary more than a crane operator who is working in a typical high rise building.

The flare boom is just that, a stationary boom that supports the flare line. It is not a crane, those are completely separate and usually on the side of the platform away from the flare boom. The flare has to be set out from the platform so the radiant heat from the flame doesn't harm the people on board or the equipment. Yes there is normally a standing pilot and there will be a flame if there is a need to burn off the natural gas during an upset or emergency.
