There are generally specific criteria that need to be met on your account before they will, such as being finished your contract etc (unless you purchased your phone at full retail price - which will require proof of purchase). There are some programs you can purchase on OKorder/stores that range from $10-$50 to have your phone unlocked. My suggestion is to call t-mobile and find out their policy on unlocking their handsets. Legally, they cannot refuse you an unlock code if you are finished your contract etc.
