They will work for you as long as you are not using the power supply that came with your computer. That may be the reason it only has two, because it isn't giving out the watts required to power a gtx 660. It needs a max of ~350watts. Combine that with the rest of your PC and you'll need a 600W power supply.

It is to protect you. If the laptop was designed to be used with an earthed mains lead (the handbook should tell you) it will still work with a two-core one but in the, albeit unlikely, event of certain type of fault in the laptop you may be exposed to mains voltage on any conductive part of the laptop.

Q:I've had this laptop (Dell Studio XPS 1640) for about two and a half years, and I've been through three power cables. The first one was a no-brainer, since the end was wearing a lot and you could see the wires. The past two have basically just stopped working for no obvious reason.
