Absolutely cannot tile atop laminate. Neither ceramic or vinyl tile can go atop a laminate. You said your on a slab so you can bond right to that normally . You won t know what you ll need as far as to treat the slab until you pull stool and laminate. Stool should go right back on w/ a wax ring if laminate is down now. I don t chance it. I get the slightly higher wax ring w/ a sleeve when I re install a stool. When tiling around a stool flange just cut/nip the tile almost up to it, you have almost an inch of play. First of all, you really need to check with your landlord/lady before putting anything down on the floor. I've never lived in a rental where I could paint the walls much less mess with the flooring! That having been said, no, you cannot just put vinyl over tile since vinyl conforms to whatever is underneath it, it will take on the contour of the tile and warp and gap. You'd really need to take up the tile, and depending on what type of subfloor you have, you would either have to sand the concrete and put an underlayment over that or lay hardibacker on a wood subfloor, all of which will be more costly and time consuming than I'm sure you would be willing to invest in a rental, not to mention the fact that I'm sure your landlord/lady will pitch a fit if you do it without his/her consent. I say just live with it. Put down some throw rugs if it bothers you that much.

Make sure that you are not using a sealed/finished tile. A terracotta or the back of a ceramic tile will work as long as you keep it damp. To start soak the tile overnight in a bucket of purified water, not from the tap. Tap water has chemicals to kill off the spores for mold/mildew. You'll need to always keep the tile damp so a warm damp place will be needed. If you know of somewhere with some mold/mildew spores growing, that'll speed things up. Otherwise, it may take weeks to grow naturally. If you do have a source for the spores, use a Q-tip swab to wipe the spores off and onto the tile surface. Good Luck
