When I would turn the wipers off the blades would go down to the park position and then they would move up and shut off fully opened.

The two wires you are going to check are the second and third wires from the right when looking at the rear of the connector with the latch facing upwards. If you have 12 volts here, you need a motor. I did a 99 yesterday for the same problem.
