Milk is once such example of price floors. For the past 20+ years, the USDA has mandated--as have many states--a minimum price for liquid milk. This floor has had a major impact in prices, supply and demand. The price floors for milk have enabled a steady production supply of milk when the dairy farmers were going out of business left and right. Before the floors, dairy farmers had to compete with each other and the actual production price for each gallon of milk was rising faster than the price. In 2007, many manufacturers are setting a MAP price floor. This Minimum Advertised Price floor is artificial, but very hard to overcome. Each manufacturer normally pays a part of the cost to reduce prices. Sometimes by a set amount, sometimes by a negotiated amount. This protects the retailer's margins, but if the retailer breaks the MAP price, the manufacturer will not pay any money to the ad. This artifical price floor prevents retailers from going below a certain point and all consumers are impacted by this floor. The artifical floor also slows demand and will drive consumers to less expensive brands. The cycle is quite confusing and one wonders if the manufacturers are in business to sell products or protect their price image. I hope this gives you a better insight. It depends on what kind of flooring you want to install, and what is already on the floor. If you are going to install a sheet vinyl, and there is more than one layer of existing flooring you will have to remove the old flooring. Then you will probably have to install 1/4 luan or plywood underlay first. Then you will have a nice smooth surface for the new floor. If there is only one layer of existing flooring and it is smooth and tight you should be able to install the new vinyl right over it. Some vinyls have to be glued fully, and then there are others that are only perimeter glue. You should remove the stool, install the new floor, a new seal under the stool and replace it.

If you are using the pergo that has a composite back then it's not good to use in a room with water. If there is a leak it can cause the floor to buckle and then you have a distorted floor that looks bad and you can't get at it if it's under the cabinets. I have made that mistake and now I have to tear one all out and replace it with tile. You spend a lot of money and then have to redo it. The only laminate floor you should put in a kitchen should be glued or nailed down for best results. Anything that floats will allow water to seep under it.

I would go with linoleum, as the tiles don't stick to painted surfaces. Linoleum will require a laminate board underneath.
