- i would just leave it for the sound barrier alone but thats just me, it really shouldnt have any bearing on the heat for the above floor, unless the floor above has radiant heating tubes underneath than you should definatelly leave it in but other wise dont worry about it .

- if you mean the bumpy stuff that is texture, (or maybe older ceiling tiles) then it's 'asbestos'.... the only way to be sure is to have the paint and texture tested.... look up 'asbestos removal' in the phone book, call them and ask where to have test done.... if you have it, it's a stinker to be rid of..... we have it and have decided to use the thinest sheetrock and hang it over the old ceiling rather than remove the 'popcorn' texture...

- Fiberglass batt insulation is best bang for the buck. For 2x4 walls use R13 paper faced batts and for 2x6 walls use R19. Curious to why you are insulating the ceiling. It is usually not required unless you are talking an unconditioned space like a crawl space. The only reason I like to insulate the ceiling in the basement (or any floor joists area for that matter) is for sound insulation. For that purpose I have found that R13 unfaced insulation is sufficient.
