I don't know about making a mister, but would a drip system work? It can be as simple as a 2L plastic bottle with a couple pinholes poked in the bottom, set on top of the screen on top of your dragon's tank. Try to have it dripping near where your basking light shines so the water will evaporate back into the air raising the humidity. If you're still having humidity problems, you can also cover up most of the screen top with a towel or some tin foil to keep it from drying out so quick. You'll have to keep an eye on your temps though as this will usually also raise them some.
