- Depending on your climate you have to set the posts in concrete below the frost line.Post in concrete will last at least fifty years.

- You can buy cartridges of cement like stuff for small cracks. When you say cool decking do you mean temperature or style. I'm assuming temperature. If the cracks are bigger you can get premixed in buckets. What is the best? Cement is cement any crack you fill will have to be refilled. New cement does not stick well to old dry cement. They do make plastic fillers, my landscaper used it for grout in the patio, that has held up real well over the years. You may want to try that. Got to Lowes or HD and talk to the people there for details.

- Hook and loop (velcro) tape. Glue one side to your item, and one side to the cement....larger pictures will need tape around all four edges to be secure, but it does work - I've done it before. Hope this helps. Good luck!

- Get contractor estimates for both. Cement is a lot of manual labor, but the materials will be cheaper. Brick is the other way around. Good luck! We are in the middle of our own extensive backyard remodeling, and found that the cost of materials will vary greatly depending on your locale and how far the materials have to be transported. I'd shop around a couple local garden supply stores, and then get estimates for the labor from contractors. If you don't know the price of your materials, contractors are likely to inflate the prices if they procure them for you.

- Actually a square mixer would have many cons: cement would get stuck in corners and dry, Only a fifth of the cement originally put in would be able to be poured out because it would dry... depending on the type. If you think about it, as more and more cement dried in the corners it would naturally turn into a round inside. So a round mixer is just the more natural way to go and is much easier to clean and keep working well.
