- the problem here is in your hub. The hub is the center of the wheel which attaches to the fork. To adjust this you will need a couple of thin flat wrenches. The size of these are 15mm, 16mm, or 17mm. What needs to be adjusted is the cone nuts on the axle. They are to tight, this is what's causing the wheel to slow down rapidly once the Quick Release skewer is closed. Remove the wheel from the bike and use the wrenches to adjust the bearing cones so they are free from side to side wobble but spin freely. Once this is completed hold the wheel and spin it. The wheel should spin smoothly and ease into slowing down, not spin for a few rotations then stop. Once completed, reinstall wheel. Hope this was helpful

- Sounds link the wheel is bent! Try changing the wheel out, using your spare and see if it goes away. If it does, take your bad wheel to junk yard and get a better one. It might cost 20-30 bucks, but it will save you in the long run. If the whining is still there after changing out the bad wheel for the spare, take it to a different shop.

- It could be a variety of things. A bad tire or bent rim will make your wheel 'shaky'. Try just a simple rotation by moving the front wheel to the back. If nothing changes - next area to look at is the ball joint. A bad ball-joint is not easy to identify when the car is just sitting on jacks. Same with a tie-rod end. Make sure those components are functioning properly. If all those things are in good shape - then you truly do have a mystery on your hands.
