Any hardware store, lumber store, etc. But you can buy polyfilm which is heavier than what you might buy as a window kit. It comes in clear and different mil thicknesses. Call your local hardware store and they can tell which you might need for the area in which you live.
Q: A lot of the mail I get has a plastic window where the recipient's address is shown underneath. Up to this point, I have been tearing out the plastic and throwing just the paper part of the envelope in the recycle. Is that neccessary? To what extent do recycling plants filter what's coming in?

Q: Ok, I just moved in to my own apartment this past Spring, and it's an older duplex (with a lot of friggin windows-31 to be specific). So trying to keep the heat in this winter is a huge issue. Q: I am moving with my family into a house that has large plastic skylights. The trouble is that the former tenant told me that a they are very thermally conductive and contribute to astronomical heating and cooling bills. You could get window insulation kits that have a sheet of plastic that you can mount to the frame of the inside frame of the window with their double sided tape. They are shrunk by using a hair dryer, this will create a dead air space between the window and the plastic to reduce your heating costs. A roller curtain can be mounted just outside the window frame to reduce the heat that comes in with the sun to help reduce the cooling costs in the summer.

you would have to remove each slat to paint them, as painting them in place will cause the string that moves the blinds back and forth from open to closed to stick to the slats and make the whole thing stop working. I don't know what you paid, but the best course of action would be to return the white ones and buy black. If they don't stock black, you can order them. Way simpler and way more feasible than painting the slats. Even if you had the patience to remove them, paint them and replace them, the chance of keeping the complex string harness in place during that process is pretty unlikely
Q: is the space between the glass and the window seal important
I've lived in a few rentals where we had to weatherstrip the windows, and at no time did it ever occur to me that the landlord should pay for it. Weatherstripping is just part of living life in a colder climate. You don't need to pay outrageous amounts for expensive weatherstripping products. If the gap is an inch or two at the top of your window, just roll up some old towels or cleaning rags to fit into the gap. They'll stop the wind just as well as some plastic product you have to pay for at the hardware store, and your curtains or blinds will cover them anyway, so you don't have to care if it doesn't look too good. If the windows have an actual structural problem, though, so that they really can't be closed tightly enough to lock, you might try to convince the landlord to have repairs done based on the fact that they're a security hazard. (Yeah, I know, nobody's likely to break in to an attic, but you can at least try.)
Q: Ok i have a couple bonsai trees and some other assorted potted plants and i wanted to know if i put plastic sheets on the windows to keep the cold from affecting the plants if that would affect how much light the plants will get. And if it does affect it, by how much? Thx for any help i can get
No as long as you see the light going through this only affects pets the need to bask in the sun and get UVA/B rays from the sun for Vitamin D because plastic and glass filters out the rays not the light.
