Some cities require energy efficient windows, therefore the deciding factor as to the type building material has bee determined by the city or county who issue the building permit. Q: do plastic windows weigh less then glass in a car: Yes, but you have to use a certified type of plastic. It has to react in a certain way in a collision. It's also thinner and offers less sound insulation. This is why very few road-legal cars have plastic windows, save for stripped out exotic cars like the Lamborghini Gallardo Superleggera, Ferrari F430 Scuderia, Aston Martin V8 Vantage N24, and I believe the Porsche 911 GT3 RS has some plastic windows.

Q: does tapeing plastic over windows help very much in winter?: The plastic can help but I think it is a pain. I am a fan of seal an d peel caulk. You use it to seal anywhere where air can seep through. On a double hung window, this would be around the perimeter and where the two windows meet. When the winter season is over, you just peel it off. I would also install storm windows if you don't already have them. They aren't too expensive and they aren't too difficult to install. You can probably find a YouTube video or two to show you how.
