caps or lids, for acrylic/ oils paint tubes, try soaking in hot water, then use pliers/ wrench to un-twist, as paints harden, they become solid as if like glue, heating metal,(like lids on jars) , expand parts, and may allow for easier separation, if tube itself is weak aluminum/ tin, it ma rip while applying pressure to turn, be careful, other option to use solvent to melt or eat away at paints between threads, try nail polish remover / acetone, carefully to soak and wipe with rag/ paper towel, they try turning cap, if tubes appear solid or no long flexible, the paints may have dried out already and no longer usable, .
