It's actually a POST WWII story: Sadako Sasaki, a Japanese girl who developed leukemia at age eleven as a result of exposure to atomic radiation when she was two years old, began folding paper cranes in observance of a Japanese belief that the gods will grant a wish to anyone who folds 1000 cranes. Although she died a year later, her friends took up the mission, and the paper crane has become a symbol of the hope for world peace. The crane fly season only last for a month or so. There are years when they can reach almost plague proportions but within another 2-3 years their numbers should return to normal.. They can cause some damage to farm crops but the good news is that they are harmless to us.

I can't imagine any employer allowing that condition to exist. A crane operator's attention must be on the job at all times. If the dog were to do something unexpected at a critical time, the operator may be distracted and lose control of the load.
