The current will travel along the pipe to the ground by the water meter, causing that problem. The pin holes are usually on the bottom of a horizontal running pipe. You need to run a ground wire to a ground rod and not use the water pipe. Using a plastic water pipe does don't give you the best ground. Check the water softener to see if it's grounded properly as well.

Black iron pipe is used for natural gas or propane. It is OK to use galvanized steel fittings for gas, but black iron fittings are preferred. For water, only use galvanized steel pipe and galvanized fittings because black iron fittings will soon rust. Galvanization slows down the rusting process, but eventually all steel pipe will rust. I would only use copper pipe for new water plumbing.

First spray the area with a weed killer, anything that contains glyphosate is good (round up basically). Get a quality weed fabric, newspaper NOT being quality. You can usually find 3 year, 5 year, and sometimes 20 year or life time weed barrier, get the best you can, this will save you time and money in the long run. You can lay the fabric over the sprayed area right away or wait until the grass has died, either way the chemicals will take care of it, but it is easier to wait until the grass has wilted. place a good 2 of rubber mulch over the fabric, and apply a pre-emergent to the area.
