OHS would still complain about the lack of handrails, the fact that the plank can swing without stabilization. Not to mention that ropes are unacceptable. They should be Nylon woven tape with fixed ends and at very least a one tonne rating. However that is not the thrust of your question. If the ropes are NOT at the very ends then by passing the rope on the end which has the 4 kg can of paint the whole plank may rotate about the pivot created by the rope. This will depend on where the two ropes are on the plank.
