It has to do with how well the material conducts energy. Plastic is probably a better insulator which means it does not transfer energy well. Glass is also an insulator but maybe it isn't as good of an insulator. Try doing more research on the conductive/heat transfer properties of glass vs. plastic.

Plastic on the windows will help a little, especially if you can keep at least a couple inches between the glass and the plastic. If you do not have carpeting, put down some rugs. Check your furnace filter, make sure it is clean. Also if the construction company left you hanging, take them to court, you may be limited to the amount you can recover in small claims, but it also might push them into doing the work.
Q: I have tried the heating up shrink wrap and the double sided sticky tape won't hold on my wall. So I bought a thick layer of plastic and tried to hold it up with tacks and just duct tape around it. The duct tape also comes peeling of my walls. Is there some kind of tape/glue that can hold this plastic up and not peel off my walls?
I would try using a tube of white, tan, brown painters latex caulking in a small 11 oz. tube and caulking gun. All purchased for under $10. The latex caulk will adhere to just about any surface and can be removed at a later date by lightly scraping off with putty knife or just painting over it. You may need to use your tacks, or tape to hold it in place for 10 minutes until the caulk starts to dry. Just a thin bead all the way around the window.

As a former renter of a California apartment (no longer in CA, much better where I am now) The landlord had that stipulation in the lease. Read it carefully though. Mine said that we were not allowed to take them down, it didn't say anything about hiding them. I pulled my hideously old aluminum blinds as far up as they would go, and put up my curtains on top of them. So, I didn't violate the rules of my lease, and I didn't have those horrible dust collectors blocking my sunlight! Good luck, I know how difficult it can be!
Q: I'm moving out of my apartment in a couple weeks and i have these plastic-like window blinds around the place. I was wondering if anyone knew how to get these things clean without taking them down? They're supposed to be white but I'm noticing a couple yellowish-brownish stains on them. Use a blind brush to get rid of any dust, then put warm water and 2 teaspoons of vinegar in. Vinegar is a natural cleaner. (Maybe use febreeze on them after to get rid of the smell) How are doing?
Q: I have a 1994 convertible with a plastic rear window, and it has 13 years of dirtiness on that thing. There is a bunch of ugly what I presume are scratches all across teh middle (probably from the folding process).Also, there are little almost transparent white circles (you have to see them from an angle though)... that are also really annoying.Can you identify what those circles are??I've tried meguire's plastx polish...and even some white vinegar distilled in water.Currently, im looking for a more aggressive product.
