Seneca Crane was the executed because of that because the capitol felt like having two tributes win was a defeat for the capitol because it showed that the capitol lost control and therefore can't completely control everything..which was what all districts were used to at the time, or at least until Katniss and Peeta 'rebelled'. From a film aspect, Seneca Crane is important because they might use him to advance the plot and Crane might also be a huge transition piece from the first movie to the next (since he was kind of the reason for fueling the flames of the rebellion). I LOVED Madge too, and I am not entirely sure why they left her out, though she seemed important in the book she really wasn't.
