Between the ground floor and the basement you don't generally use thermal insulation when both spaces are heatedHeat produced in the basement will not be lost but travel up the steps or through the floor to heat the ground floorYou might want a ceiling for appearance and you may wish to have insulation to dampen the soundHow you approach this will depend upon the height of your basementIf the ceiling is low you will need to attach directly to the floor joistsIf you have more space then you could consider a suspended grid system and either conventional 2 x 2 or 2x4 tiles or sheetrock cut to the same sizeSheetrock will work better as acoustic insulation than the standard tilesTo solve the mouse problem seal up the outside of the house and put poison in the ceiling before you seal it up You can use several board insulation materials flat under the floor joists to make a basement ceilingIf you like the look of the styrofoam insulation don't worry about the thermal insulation valuesIt is probably not acoustically as good as sheetrockUsed as a thermal insulation you would put the styrofoam between the joists and seal the edges with spray foam from a canAcoustic values are going to be harder to find than R values (thermal) but you can do a crude test with samples in front of your sound system speakers In general to have the basement not look basement like add plenty of broad based lights (like traditional tube fluorescent) and avoid high hats, spots or floor lampsSecondly you might consider additional ventilationAlso try to keep it dry and check for radon gas and moldEnjoy it.
