- Ok it's not Florida but I have seen dogs many times (not so much at check-in but at the other side when you exit with your luggage)I also read (ok can't remember where so it's unsubstantiated) that the dogs check the luggage before it is unpacked to the conveyer, and they then match the person to the bag - so you are not even aware of the dogs checking Foil is not going to cover a thingThe dogs are highly trained and their sense of smell is 25 times better than a human being!
