The short answer is yes, wheel size is based on optimizing the traits desired. The reason different things have different wheels is that there are multiple factors to consider, including (but not limited to): rolling resistance, traction, cost, weight, size (there can be limitations on size imposed by various factors), material strength, etc. How a wheel is designed depends on its application. To give you an example: Compare train wheels with bike wheels. Bike wheels need to be light weight and have good traction. For train wheels, they need to be extremely durable and have low rolling resistance. Based on these requirements, bike wheels use minimal materials and rubber tires, while train wheels are robust metal and no rubber.

The smaller the wheel, the more horizontal force or drive force will be delivered to the road surface. If an engine/transmission/drive shaft/axle delivers 100 foot pounds of torque to a single drive wheel, and the wheel diameter is 2 feet, then 100 pounds of horizontal force or drive force is delivered at the surface of the road. If the wheel diameter is 4 feet, then only 50 pounds of horizontal force is delivered at the road.
Q: How can we interpret wheel-balancing by means of physical principles Such as TORQUE and FORCE and VECTORS?
Automobile wheel balancing is basically moving the center of mass closer to the center of rotation of the wheel. When the wheel is at rest, it should not rotate because there is no torque acting on the wheel. If the wheel were unbalanced, there is a torque which is equal to the amount of eccentricity (distance the center of mass is away from the center of rotation) multiplied by the weight of the wheel
Q: Why do many high end bikes have more spokes in the rear wheel than in the front? I understand that the rear wheel supports more weight and it drives the bike. However when you brake hard weight shifts forward and most of the braking torque is thru the front wheel. I‘d think the front wheel should be as least as strong as the rear? Am I missing something?
The braking is on the rim. No torque is applied to the front wheel. Rear wheel carries 2/3 of the weight or more. Also must endure torque loads from the hub. I've never been a fan of less spokes. The weight saving is negligible. The aero improvement is imaginary, as more spokes approach a disc aerodynamically. Stiff wheels deliver power to forward motion more efficiently.
Q: I need to replace my bike‘s stolen front wheel. The last time I went to a bike shop, they charged me $60 for a wheel. So, I would like to shop around for something cheap this time. The reason is quite simple, a cheap wheel would cost too much to ship to make it worthwhile to sell over the net. A wheel requires quite a large box to ship without damaging the wheel, and of course, cheap wheels weigh much more, adding to shipping costs. any 26 mountain bike wheel will fit your bike, I am sure if you look around local shops, you can find something. If the price for the wheel last time included the tire, you paid a very reasonable price.

make up a paste of baking soda and water. The paste needs to be thick enough to stick to the rust and metal. Let it dry then scrub it off with steel wool, sandpaper, or a wire brush. You may need to do several applications. NOTE: just scubbing with steel wool, sandpaper or a wire brush will work--the baking soda paste helps to loosen up the rust. another rememdy is to let the wheels soak in cola, but it would probably be cheaper to buy some phosporic acid from the hardware store and follow the instructions for rust removal. there are also any number of commercial rust removers available in the hardware store. If you use any of them make sure you buy some heavy duty rubber gloves to protect your hands. make sure your wheels haven't rusted through. If they have then you should replace them because they are no longer safe to use.
