If you have 8 wheels, and one blows, you still have 7, which is more than enough to maintain control of the vehicle. If you're looking for a true four-wheel drive car, about the best and only mass-production model is Audi with their Quattro. Most other makes and models only offer single-axle or all-wheel drive which is very different from four-wheel drive. I'll try to help you as much as possible. I've been skating for 6 years (since I was 11) and over those years I've skated many brands of decks, trucks, wheels etc. The first thing you need to know is the diameter of the wheels you want to get. Street wheels are between 51-54mm and vert wheels are 55+. The next thing is the brand of skate wheels you will buy. The wheels I would recommend most are either Spitfires or Rictas. Both brands make very fast and durable wheels. Another thing is that I would recommend you visit a local skateshop. You can actually ask for assistance picking out wheels because everyone has a different opinion. They might have more knowledge than me in picking out wheels. If you know what brand wheels you're going to buy, ask them if they recommend it.

There is no best between the three, it just depends on your driving skills and needs. Four wheel drive is better for gong forward, it will do well on heavy snow and will seem to control in bad conditions. The downside is that it will give you a feeling of superiority and can get many into trouble, you still only have four brakes and four tires, and spinning out is more of a reality. Front wheel drive gives you better force to go through drifts, and once you break the drift you have tires on the ground that turn with the engine, less chance of getting stuck. Rear wheel drive has the easier time getting stuck, but once you know how to react they are more maneuverable and you can use controlled spin to get out of some hairy situations- not something that I would recommend for someone who is not completely sure how to react and control the vehicle. For a new driver, I would say that front wheel drive is the best: going slower than posted speeds and giving yourself plenty of reaction time will make up for the lack of maneuverability, and you are less likely to get into trouble that other forms are prone for.
