First of all, let's think of a crane like a giant see-saw, where the plank itself doesn't have any weight. Now cranes have big weights on one side of the pivot, which they can move along (I think, I may be wrong). These cause what is called a 'turning moment'. The further out from the 'pivot' they are, the greater the moment. The other consideration with a crane is it's load. Generally, this is carried a lot further out from the pivot point, on the opposite side from the weights. Now consider this. If you have a small child sitting on the end of a see-saw, you will be able to balance them with a larger person sat closer to the pivot. This is the principle on which cranes work. The moment is the force times the distance from the pivot, and it must be balanced turning each way for the see-saw/crane not to topple. This is somewhat of a simplification, but hope it helps.

he will only be paid for the days he is actually Mobilized. so if ends up with a traditional one weekend a month/2 weeks a year, then he gets paid only for that time. Boot camp and schools do count as mobilization, though. But typically, reserve Pay is much less than what he would be making in the civilian community, so chances are things will be very tight when he cannot work his normal job. As a crane operator, I assume he's is going into the SeaBees. Those guys are being deployed with great regularity to the sandbox for terms of 6-18 months at a time. different rules apply for deployments, including you being eligible for Medical and dental benefits while he's deployed. You and he both need to sit down and have a good long conversation with his recruiter to find out EXACTLY what will happen as far as his tarining goes and where he will be sent for his duty station.

Sure. Let's say that a crane needs to hoist a load of 10 tons, and that because it needs to reach over some obstacles, needs to lift at a horizontal distance of 50 feet away. That creates a torque about the base of the crane of 500 ton·ft. By positioning a counterweight on the opposite side of the tower, the magnitude of the moment can be mitigated. For instance, let's say a counterweight of 10 tons is positioned at 25 ft on the other side of the tower. The moment produced by the counterweight is 250 ton·ft, so the net moment at the base is 250 ton·ft. Furthermore, when the 10 ton load is positioned and release, there is still a 250 ton·ft moment at the base of the tower; it has simply switched direction (say from rotating the crane to the right, to rotating it to the left).
