- you could paint over them again, which would look fine, but I wouldn't tile over them. to start, its not a smooth surface, which means that it will be very very hard to do a good job. Plus at some point, the old tiles will start to lift and fall off, which means it will ruin your new tile job. for what its worth - scraping them off is not a fun job, but its not a hard job and its something you could do yourself which would save money.

- If you need to prep such as lay cement board or do you have slab to go directly over? Proper prep work is the most important thing. To lay tile , center the room, lay tile out dry. When you get to the wall, if you have a 1/2 tile or bigger, your all set. If you end up with less than 1/2 tile, recenter the middle tile to shift every thing over by a 1/2 tile. Then strike a line. Mix thin set, let it set and mix again. You ll want it to be spreadable but not to thick. The use of the proper size trowel for what ever size tile. - Yes it is bad to tap on tile period! It can ruin the tile floor and damage your shoes. Tile is a very slippery surface too when exposed to metal taps (especially Tel Tones). You don't want to fall and injure yourself. If I were you, I would stop by home depot or a similar store and get a square sheet of plywood to dance on. If you aren't able to do that, you can step outside on even concrete (not concrete with jagged edges, smooth concrete) and that will help create traction, and give you a nice tap sound quality.
