The first thing to be considered is if it is an ophthalmic frame. If so, it can probably be used. If not, no, it's illegal. It will also depend on how wrapped the frame is. If it's an ophthalmic frame, you can put any kind of lens into it. An anti-reflective coating is just that, a coating. It has no bearing on if a lens will fit in a frame or not. Edit: It sounds to me more like they want to CHANGE the lenses, not remove the tint. Even on a plastic, the tint won't completely come out. It may MOSTLY come out, but there will still be a very light color. It might not be noticeable until it's up against something white, but it will still be there. It will not go perfectly clear.
