The only stop leak type product I would ever recommend is the ground aluminum that's packaged ina clear plastic tubeI don't recall the brand name but any of the DRY products that are made up of only finely ground aluminum work great and will not clog your cooling systemI've personally used these for years and they work well with no side effectsIn some cases, you may need to add another tube of the ground aluminum to take care of the leak, but my experience has been that they work well, and last a long timeThere are limits to the leaks than can be fixed using this stuff, but short of bullet holes, they will fix the leak and last a long time.

No, but have you ever looked into ways to chemically remove the paint rather than sanding? I'm sure there's a chemical out there that will remove the paint if you dip the can in the chemical and wait a few minutes.
