- Most states have laws about studded tires because they tear-up pavement. Most have a start date an end date when they must be removed, so better check where you live. They aren't that good on snow, just ice, so what will you be driving in ? Get a pair of real snow tires, should do fine.

- 70mm is perfect. It really depends on if you board can fit 75mm wheels as well. Some boards do not have the cutouts for big wheels, so you could have the wheel rub onto your board, which would stop it and cause you to fly off. You could always get risers, but that would make the board super high off the ground, and that is annoying to push.

- skateboard wheels range from 40mm-60mm the most common ones are in the 50mm range. The bigger the wheel the faster you'll go. Vert riders used bigger wheels like from 55mm and up. street skaters use smaller wheels. the smaller the wheel the lower you are to the ground making flip trick easier. I use 52-54mm it's not that big of a deal really if you use smaller wheels like a 51-53mm and have low trucks you'll probably need a riser pad to stop from wheel bite, which is when the wheel hits the deck and stops. I recomend an 1/8 inch riser anyways it helps the board from flexing around the truck bolts and making hairline cracks which is why a lot of skateboards brake. The best size of wheel is up to you as a beginner i'd start off with 53 or 54mm and good bearings like bones reds.
