- Yes. New tires are NEVER 100% true and balanced around their circumference. Neither are your rims. A combination of those two NEVERS makes for a very unstable wheel combination. - Is the whining noise coming from the transmission? Or timing belt? it may also be the water pump. even as utilizing, change gears and verify if the noise persists. if so have the oil replaced beforehand you try replacing the transmission.
