- Probably by facing off the blocks themselves and using a 'dimple' to create the voids to take the light fittings if it's cast resin. Although it is much easier to have been done using veneers and sheet cutdowns (laser cut for exactness) or a single cast resin slip in part, simpler, cheaper and much less likely to have overheating issues. - I would say the ones that use it are few and far between - it is sticky, messy, and requires molds which either have to be bought or made - also complicated. That is not to say they don't use resin castings but I suspect they buy the castings ready molded. I would suggest a way to prove me wrong would be to Google resin casting for scale modeling and see whether you get many tutorial returns and what it says about adding stuff to the resin.

Depending on the plastic some organic solvents dissolve it, but the solvents are usually toxic (and cancerogenic) and the process would be very messy - and dissolve everything indiscriminately. If you want to take a saw to it, then any sawblade which is not wide should work. Probably a scroll saw or a jewelers saw would work. Though of course you can also saw into the resin.
